question about fishing license, as far as proper ID goes

Does he have a State ID card, that should be enough. My cousin was turned down by 2 B&T's then we stopped at a party store near the lake & the guy did it for an extra $5. There was a store owner up north who got busted a few years ago for charging extra and for voiding licenses and keeping the cash....about 26k. He spent a little time in jail and lost his business. Canada may have different rules for CC's....they like to make up rules as they go!!! LOL Live and let live I reckon!!!
