Cowbells are an attractor that consist of 6 - 8 spinning blades. If you are fishing real deep where the boat dosen't spook the fish, you can attach them to the cannon ball and put the release on them. If the water is shallow, you put them on your fishing line followed by the bait. You typically don't use a spoon with them. The bait is usually spin & glows or peanuts. Again if the water is deep, you can use one as an attractor and fish the other riggers plain just running your other lines close to it.
