I am not sure if this is going to work or not but on page 10 of the Boat U.S. magazine last month there was an article about a "Freedom to Fish" act being introduced by a couple of U.S. senators.

The article is on the upper right of page 12.

You can also check out Freedom to Fish.org. Its main goal right now is to stop the lately popular adoption of large fish sanctuaries in saltwater to 'protect' fish stock.
